Why the VA combines ratings instead of adding them

This is the part that trips up most veterans. Two 50% ratings don't make 100% — they make 75%, which rounds to 80%. The VA treats your first rating as a percentage of the “whole” you, then applies each additional rating only to what's left. A veteran who is 50% disabled is considered 50% able; a second 50% rating applies to that remaining half (25 more), for 75 combined → rounded to 80%.

How the math works (38 CFR §4.25)

  • Order your ratings highest to lowest.
  • Combine the top two: A + B × (100 − A) ÷ 100.
  • Combine that result with the next rating, and so on.
  • Round the final number to the nearest 10%.

Conditions affecting paired limbs (both knees, both arms) can earn an extra 10% “bilateral factor” under §4.26. Dependent additions (spouse, children, parents) start at the 30% level.
